Pillows are ok after 1 year old. IKEA sells small children's pillows and pillowcases. (about the size of a travel pillow)

My daughter and son have slept with a pillow under there head around 8 months old. They sleep better with there head elevated. There old enough not to suffocate. If your really worried about that then wait until your child is a year old.
Definitely a year old is old enough for a pillow.

I know the "experts" say that they shouldnt have one before age 1 or 2 , but I always thumb my nose at experts. Most of the time they dont have a CLUE what the reality is.
My son has had his own flat (NOT fluffed up) adult sized pillow since he was 3 months old - when he was moved to his crib. He's never had a problem.

my son slept with no pillow in his crib until at least 1 year, then from 1 to about 2 1/2 he had a small pillow (like you'd get on an airplane) then when I moved him to a full size bed, he got a standard pillow. I think it's different for every child, but I think as long as you can go without one is safer....

Many reputable companies have made very good age appropriate pillows for babies. You could look at them and decide what, if any, kind of pillow to give your child. In this way, you can at least get a good idea of what there is for your child.

My children all had pillows from about 6m old... They all slept in my bed, and moved to their own bed when they were weaned from nursing... bringing their pillow with them...
If you are not sure how your baby will do with it... I would say when they are 1 year or moved to their toddler bed.
(at some point if you let a sick baby sleep on your bed or just to take naps there they have already been exposed to pillows)

At a year old we gave our son a pillow. It was a small travel sized pillow, like the ones you use on airplanes. We bought ours at a local drug store and I made pillowcases for it. Our pediatrician said as long as the pillow is small and cannot cover their face (which can lead to suffocation) it's okay.

I think it is different with every child. My daughter was almost two before she was ready but my son just turned one and he won't sleep without one.
