Back in the days of the ancients, the rule "an eye for an eye" was actually intended to tone done the overkill which was typical of vengeance then. It required that the offended one take ONLY an eye for an eye, a tooth for a tooth -- in other words, don't kill for an eye, don't maim for a tooth, keep it down to just what is just.
"Turn the other cheek" pushes the trend further, suggesting that even proportional revenge may be too much, maybe because it doesn't stop. Turning the other cheek may be socially beneficial, since it may break the cycle of violence. May not always work, but worth a try.

The context is different. Eye for an eye is about justice, let the punishment fit the crime. Turn the other cheek is about not resisting when treated badly, don't repay evil with evil. Example if someone murdered your loved one it would be wrong for you to go and murder them or their loved one, you must let them suffer the natural consequences of their actions in that society will try them and execute them, although you must forgive them. The death penalty must be carried out without passion or thought of personal vengeance. Vengeance belongs to the Lord.

The Old Testament eye for an eye is referring to justice. The New Testament turn the other cheek is referring to how followers of Christ should live; in fact, it goes on to say that we should not seek revenge even, and should love and forgive even our enemies. Imagine that world...

Why make the other person blind just because you are made blind? Does 2 wrongs make 1 right? No.
Why turn the other cheek if he did not ask for it? If he asks for it, give it to him/her. Thereafter, call the asylum to get him/her mentally checked.

the first one. i prefer justice instead of passively taking the abuse and allowing a criminal to go free and harm even more people. my personal opinion.
