I need to know what a Vector Image is and how it works.
I need to know how i can create a Vector image and
and in which file format to save it in.

I am New to this and I really need to know.

If you know please answer.

Vector image = "A Scanner Darkly" style. Very tedious image effect... Its like multi-layered pop art realistic animation

A vector image means that it's make up of lines (straight and curved lines) instead of storing the individual dots/pixels (which are called raster images). The upshot is that you can make it larger and smaller without getting jagged edges.

One of the widely used vector image programs is Adobe Illustrator, but it costs lots of money. There's also free ones, like Inkscape. There's a few vector file formats, the most well known being Encapsulated Postscript (EPS), SVG (Scalable Vector Graphics), and Adobe Illustrator format (AI).

Very simplified:

Vector graphics are mathematical representations for a shape. Take for example a square. In a vector graphic, you simply define the length and width, along with the traditional color and pen size.

If you do this in non-vector graphics, you have to place every pixel (dot) and build the square one dot at a time.

The advantage to vector graphics is that you do not lose any quality on resize. Its just simply recalculated and redrawn. This becomes very clear when dealing with curves.

ey hit the nail on the head.
A vector image is used quite often in printing.
A nice clean logo for example when printing something with your company name.
It is made using Adobe Illustrator, and gives you nice clean smooth curves. As opposed to a bitmap image which is the result of scanning a logo.
