As you can see by his metaphors, he hopes to shine brightly "rather that my sparks hould burn out in a brilliant blaze" than to rot. Because dust is created by decomposing matter from staying still and having no change. But he wants to be a "brillant blaze" a "superb meteor". He wants to express his want to make change rather than stay the same like a "sleepy and permanent planet".

go out with a bang, make a mark, glow or shine, be seen etc rather than simply fade away unseen or be one of the masses that are unremarkable.

What I get from this is he'd rather die as a person who did something great, someone who made a difference, than die as someone who just lived without a good cause.
