how do you build strength but don't build bulk while lifting weights?

like, a 6'5'' 160 has equal strength strength than someone who is 6'5'' 200?

Strenght comes from lifting heavier weights and fewer reps. I'd be doing 3 to 4 reps with as much as I can do. When you can do 5 reps increase the weight.
But don't be doing any weight training if your under 16 without finding out about this. Your bones are developed and it can cause life long problems if you lift too young(this happened to me)

Make sure you're getting plenty of protein. The rule of thumb is 1 gram of protein per pound of bodyweight, at a minimum, for weight lifters. Also, if you want to build muscle mass instead of just strength, focus on bodybuilding lifts (generally 3-4 sets, 6-12 reps of each exercise). Focus on core lifts that utilize multiple muscle groups, such as bench press, squats and deadlifts. These exercises will help bulk up lots. Also, don't neglect your legs - not only will that help build bulk, but will also release lots of human growth hormone.

Try to make your workout more intense, with less rest between sets. Try different types of workouts, such as pyramids, supersets, and pre-exhaust. Do some research to see different things out there and try different things to see what works for you.
