It depends on how bright the setting is, but you will do best if you set your lens to the highest f-stop available (minimum aperture), which will force a long exposure time and maximum depth of field. Shoot on a tripod and have your friend remain as still as possible. If you're willing to doctor the resulting image, you could also adjust the ISO setting to about half the actual film speed or use equivalent exposure compensation.

Tripod is essential. Depending on how much blur you want in the traffic, you may need a neutral density filter to cut down on the light reaching the film. This will be difficult to execute in bright daylight unless you filter, especially with slide film.

Rip is right on about choosing your smallest aperture (the biggest Fstop number) You will need a shutter speed of at least a few seconds to get very blurry traffic. You might want to shoot at twilight and use a flash set on rear (or 2nd) curtain synch to freeze your subject. The rear curtain synch will make trails from the head or tail lights of the automobiles as they go by.

Good luck!
