According to Jewish theology all human beings are bound to the Noahide laws as this was the law set down by God to humanity in exchange for the covenant not to ever destroy the earth again. These seven rules are less than the 613 Commandments required of Jews and are similar in content to the Ten Commandments.

It seems to me that the best question would not be "Which religions are following the laws," but "which people (or nations) are following the laws." The final law refers not just to prohibition, but to setting up civil government in such a way that the laws will not be broken.

What government illegalizes the eating of a limb torn from a live animal? Crab legs are harvested thusly, and they are eaten everywhere. There are not many societies that are up to this standard.
