It depends on your body type and how healthy you are, but it's definitely on the low side. I'm assuming you meand for an adult female. If you are not fully grown, the numbers would be different.

The Met Life "Ideal Weight" Chart would give the following ranges for normal weight for 5'3". (They mean you would be this range in 1" heeled shoes and indoor clothing of about 3 pounds. If when naked and barefoot you are at 5'3", add 3 to 5 pounds)

Small frame 111-124
Medium frame 121-135
Large Frame 131-147

Do you want a textbook answer or a practical response? There is something called the Body Mass Index, look for it using a search, and it will tell you that you are normal for your gender and height. However, you should feel comfortable with what you look like. If you feel you are too skinny and it bothers you, then adjust. It's really how you work with your self, not what works for other people or what they might say. Bottomline though from my point of view, you are good to go.

I'd say you are on the very low end of normal. You can root around online and find a free site that allows you to calculate your body mass index, which is generally a standard for measuring a healthy weight. Yours should be between 18 and 24 (or 25, I forget).

Depends on your bone structure, muscle type. If you are medium boned with a tendancy to be muscular, then you're too thin. If you are fine boned with a more sleek muscling then you're probably ok. I'm 5'4" and with a heavier muscle type, I look like a rack of bones at 115, but a friend of mine is built like a friggin elf with delicate bone structure and light muscling and she looks fine at 5'4" and 100 pounds.

You know if you are small boned or not, look at your hands and wrists to know.

im 5"2 and 98 pounds and i dont think its to skinny even if people say it is its not

No. I'm 5'2" and 85-90 pounds. It all depends on your frame. I may be 85-90 pounds, but I'm also short. I still have boobs (C cup) and a little figure (hence the little. lol. i dont have "big" hips and a butt like most girls my age, but I manage)

Well, I once was 5'3 and 98 pounds and I felt great, even though everybody thought I was too skinny, I didn't and still don't think so.
