You can use your VCR like an old cable box and change channels with that. Connect the coax from the wall into the in of the VCR and then the RCA out of the VCR to the RCA in of the TV.

1 - use a vcr as a tuner as recommended by others. 2 - if you have a cable box, check to see if it has rca outputs. some do. 3 - buy a separate tuner box (although a cheap used vcr even if the vcr part itself were broken would probably be cheaper)
RF modulator is used to take an rca signal and convert it to channel 3 or 4 so, no you can't use it.

You can buy an RF Modulator for under $20 that will do exacty what you need.
Or you can use a VCR to do the same thing and use the VCR remote to change the channel.
Correction: My bad, I misread the question, ignore my answer. The only way to do it is through a VCR or Cable Box.

You need a TV tuner (not RF modulator) with composite or S-Video output to the VCR to record and composite or S-Video from VCR to TV to play tapes. If your DVD up converts, it would be best to use HDMI (or DVI) to the TV to play DVD. The type of tuner depends whether you can cable TV, satellite, or over the air. If you have cable TV, your cable company should have some box available with video outputs (instead of just coax). If you have HD cable, that would work best if you also had HDMI cable right from cable box to TV. If your coax is from an antenna you need a digital OTA STB (over the air set top box). Make sure it has HDMI, not one of the cheapies with the $40 coupon. What you need may vary if in a country other than U.S.

No. Cable is an RF, (radio frequency) signal and requires a tuner to seperate the channels; RCA is composite video at 1 volt peak-to-peak, so a straight conversion is not possible.

You can use a VCR, they usually have a VIDEO OUT port, or you maybe able to buy a converter, but you can use a vcr. Just hit the TV/VCR button, and choose your channel with the VCR. Thats if your using regular cable. If you use digital cable or satelitte, your box probably has a VIDEO OUT port already.
