A permanent resident can petition his wife from the Philippines but it takes longer. Unfortunately, not for a girlfriend or even fiancee.

A US citizen , can file for a fiancee visa for her partner or petition her wife to become a US citizen.

If you are waiting for US citizenship or is currently a resident, you can start filing a petition for your wife for residency to go the US rather than waiting for citizenship. If you then become a US citizen , you can upgrade your petition for her to become a US citizen. So there is no time wasted here.

For the best bet, you need to consult with an immigration lawyer. Ussually , consultation is free in most cases, and from then on , you can move on, the right way rather than guessing.

Good Luck !

No a Permanent Resident cannot file for a K-1 Fiance Visa, only USC Citizens are eligible.

You can however, marry her and file an I-130 Petition for Alien Resident, but be prepared to wait many years before she would be able to join you in the US (waiting time is currently about 5 years for spouses of Permanent Residents).
