This is very basic but it should get you started.
Oils and Butters - 9.4%
Emulsifying Wax - 5.6%
Preservative - 1% or what is recommended by the manufacturer (grape seed extract or something like Unigerm or Germaben)
Distilled Water - 84%
Heat the oils and the water separate until it reaches 70 degrees Celsius do not exceed this with the oils or they may go rancid easily later and heat them in a double boiler, once they are both at this temperature they can be mixed together. Stir until the mixture reaches 45 degrees Celsius and then add the preservative and essential oils or fragrance which is approved to be skin safe. When the mixture reaches around 35 to 36 deg C it starts to thicken.

You can also make a lotion with borax do a search on the internet, this is the old way of making lotions/emulsified creams.
