Chulo could mean a couple of things, it depends on how it is said.
Here are some example's

it means from the spanish dictionary an artful sly decietful person.a matadors assistant.proud ,jaunty,swaggering.it also means a playful term of endearment. but in the barrio it means a whole different thing.a gangsta so to speak.( sorry i saw an o when its a u! cholo is a whole different area! sorry again. but the first parts right!! :)

Depending on the context, "chulo" means either "beautiful", "gay" or even "tacky"
(very contradictory meanigs for just one word)

in spanish
if you say "es un chulo": he is show-off, cocky
if you say "¡ese reloj es muy chulo!": this clock is smashing, great!
and if you say "trabaja de chulo": he works like a pimp
