First off, it depends on what language that is. If it's Italian then it could mean a few things, depending on the actual spelling. If it's pronounced "Ke Chulo" with the "ch" as in "China", then it means exactly "What a shag."
If indeed it's pronounced "Ke Kulo" then literally translated it's actually "what a butt!" Of course the meaning in that case depends on the situation - if you hear someone talking about you and they say this, there are 2 possibilities.
1 = they're saying you're so lucky (if you ever observe Italians watching soccer on TV, there's an 80% likelihood that this phrase will come up, especially when a player gets a goal in against the odds) Think of it as an Italian counterpart of "lucky bas***d"
