I am sorry to apply a double standard here but.....(pardon the pun) but if you are a guy and a woman does that to you if your not gay then I don't know one guy that would be offended by it, they might quickly get away from the female but if a guy did that to a women that he didn't know then he can expect a slap or a 911 call. Just being honest.

I then would proceed to drag them to law enforcement and press some charges and make alittle money. No reason for me to not walk away a happy camper $$$.

Depends on the law where you live. Around here, that's called sexual assault and can land you in jail. Personally, I would have shot a VERY icy look at this person, like I couldn't believe what sort of low-life cretins were allowed out in public.
