Sharpies are fine, they are NON-TOXIC. However, they won't look very good. There are approved body paints that come in a huge variety of colors. It just depends what medium your artist friend wants to work in.
Worse comes to worse, just get the actual tattoos. When people ask you why you got them, say it was for this party, once. You'll both have a good laugh.

Henna. The safest thing ever. It also lasts longer than ink (A few weeks if done right), and I think it looks alot better too. It also doesn't smear or anything like that. I used to draw on my arms and hands all the time, but when my father got tired of it, he told me that henna is nicer and better, and it is. Sharpie is always a BAD idea. It is so not safe for your skin. Research Henna, it is also general inexspencive to buy the powder to make the paste, you can get it at health food stores or placees that sell natural items. Head shops might have it too. I am not to sure. It also comes in a few diffrent colors, but those aren't as safe as the natural kind. Hope this helps.

Sounds like you are looking for Henna.
It's realitively inexpensive and the designs will be visible for a few days. You could probably find some henna at a local head shop.

Never use Sharpie or permanent ink on your skin. The skin soaks it in, and it enters the bloodstream and acts like a toxin (poison). You can make yourself very, very sick.
You can use face paints and use a little powder over them to keep them from smearing.

I used to dip the tips of colouring in pencils in water then draw on my skin. It look reasonabley good, you could try it, but be warned, a touch of water will turn it to crap.

Gel pens work very well, I use them on my kids all the time and they look great. They will stay until you wash them off.

If you use henna, understand that it is a red/orange color on your skin.
And don't use a product that calls itself "Black Henna". It might have PPD in it, which can be very toxic.
