Unless this is a speech, don't open with "Ladies and Gentlemen".

Ladies and Gentlemen, as we are all aware(IF WE ARE ALL AWARE WHY ARE YOU TELLING US "as many of you know"), after the Tsunami victims (DELETE victims) hit Aceh in December 2004, USAID (HOW ABOUT 'made good its commitment) has shown its commitment to help the recovery of Aceh (VICTIMS?) in many aspects of lives (LIFE?) such as infrastructure, health, education, economy and *government (GOVERNMENT).

"government" is correct. Although the sentence is a bit clumsy.

I didn't find any use of the word "governmentship" --I think it probably doesn't exist. It is not in any dictionary that I was able to find.
