i need the frequencies not the 10 codes

Check with your local Radio Shack and see if they're still publishing a manual called "Radio Call." This book lists all radio frequencies of all law enforcement agencies in every state, but it does not have all of the federal frequencies. They also have "Fire Call" for fire Dept freqs and "Rescue Call" for rescue/ambulance services.

Often times calling the agency itself, you can obtain the codes. Because the codes vary from state to state, and even agency to agency, it can get confusing which is one reason many agencies are going to "plain talk" conversations on the radios. Something to also consider is many agencies are now using the digital radio systems which are not easy or cheap to monitor. Even though, most "initial calls" go over an open monitorable frequency. Radio Shack does sell books with frequencies used by agencies within each state.

they are called "10 codes" -----why do you need them? just being curious as to what calls are coming across the scanner. You can always talk to a police officer.
