I installed some textured paintable wallpaper over another layer of priming wallpaper. I used KILZ primer on the underpaper, then painted. Everywhere except for one spot at the bottom of one of the sheets stuck well. But this one sheet has bubbles that I have tried repasting. Any ideas on how to fix this other than to hang something over it?

Hold a moist sponge over the bubble for a few minutes, then pop the bubble with a small needle and press the air out of the bubble, then allow it to dry.

This is a piece of paper that lacked the glue initially and is unsticking. All you can do is (if most of the paper is stuck)is take a razor and slice the bubble open(down the middle) and slip in some glue(make the glue kinda dryish) thru the slot....and press back onto the wall(the wetter the glue the more the paper expands creating more paper+more bubble. As the water dries out of the glue It should shrink tighter. I use carpenter's white glue and stick on a toothpick and into the hole. It doesn't need to be full of glue. ...just some to hold down the bubble.
You may have to repaint that one section with a few swipes of the roller.

I use a 6cc syringe with a small gauge needle. add a few drops of water, just puncture the bubble, inject, flatten the bubble and let it dry. And yes some times there is no glue at the bubble and I use a razor blade and small amount of glue.

Buy the thinnest needle you can get and try a tiny puncture in an inconspicuous place. Flatten the paper afterwards and seal the hole with a pinhead of crazy glue.

you might try using a razor blade to deflate the bubble smooth the wall paper as best you can and just spot paste good luck I did this once & it worked good luck

you can try to remove the wallpaper,they have different chemicals to make it easier after you remove it clean with soapy water to dilute the chemical residue prime and paint.
