Not really, I highly doubt that they would have good highlighting for free, but you could try a DIY hair kit by Loreal or Feria because the results are just as fabulous.

Look for hairdressers that ask for "models" and go there. I have.
In the centre of London, Vidal Sassoon have their own training college and you can go there for free, while students do your hair free.

many salons and colleges need models for their students to work on. This is normally done for free, although you might risk not getting exactly what you need.
it is a good and cheap way to keep nice hair if money is tight.
give it a try...

Noooo but i would suggest contacting your local hair/beauty college they have trainees who will do the colours ALOT cheaper than hairdressers
