Call or go to the financial aid office at the school and ask. It varies by school and state. I don't know what school's you're looking into, but see if you can get a job in the dorms as a Resident Assistant or something. I know at my school and many of my friends' schools, RAs, PEs, (and whatever else they may be called) get stipends or even free housing. But that means you have to actually be around the dorms a lot and help people out. You often get your own room though, so it's not so bad. It also looks GREAT on resumes.
But yea, depending on the school, it may be different. You can call the financial aid office at any time and ask. They will be more than happy to help you out, I'm sure you're not the only one with that question.
You have a much higher shot at getting scholarships, grants, and special low-interest loans for things other than living expenses. And not ALL scholarships and grants are academic or sports-related, so don't be discouraged if you aren't at the top of the class or the star sports player (if you are though, then go for it though!). Try sites like Fastweb.com. You can get small grants for such things such as being left-handed, having a family member in the military, and more. You just need to look hard enough. Also talk to the guidance counselors at your High School, they can be a BIG help in finding money for you.

PS: Just so you know, don't shy away from private schools, they may have a big price tag, but they give out so much more money than state schools, so it might end up coming to the same price or even less. So look into a wide variety of schools (if you haven't chosen one already of course, if you've already picked the school you want to go to, then that tidbit doesn't help lol)
