why when driving in the rain do your front (outer part) tires stay dry as where the back ones are wet?

Normally they don't stay dry, however the aerodynamics of the specific car could result in providing protection for that portion of the tire.

because of the front tire spray getting the rear tires wet.

It is because your front wheels are toed out , have them re- toed or get proper alignment and balance .
