you can use different types of software to do this.

I suggest
Adobe Photoshop
Microsoft Paint
Microsoft Picture Manager
Much much more

Just open your file
and when saving, save in as a jpeg file

well when you save it to your computer, saay the name of the document you want it then type .jpg so something like


picture.jpg

or something, you dont have to name it "picture" it was just an example
