If by drone you mean having a UAV overhead, the reason behind it is ressources.

There are dozens of convoys every week all over Iraq and only so many Predators to put in the air. They are good assets, but with limited flight time available, the powers that be would like them deployed where they can do most good. And unless they can transmit their data in real time to a guy who's really on the ball, it's not going to do much good to a moving convoy.

There are no where near enough drones. I'd hesitate to guess at how many convoys are on the road in Iraq at any one time, but it would be a lot. Also, a drone wouldn't necessarily do much in regards to taking out IEDs. Many of our convoys already carry countermeasure equipment.

would be nice--but, do you really know how many convoys are run everyday?
there are wayyyyyyyy too many and not near enough UAV'S
