Truthfully there is no way anyone could write a users guide for any software product using Yahoo answers. There are online tutorials for Photoshop you just have to search for them.
As for the product, you must purchase it from a store or from www.adobe.com.

Try GIMP, it's pretty much all I use for graphics. Best of all it's Free Open Source Software and unless you really need features/results rarely required by the average user it's great.

You can get a trial version at www.adobe.com. Otherwise, purchase it from your regular software retailer.
One you have the software, the help screens and tutorials should be very helpful i getting you started.

You legally purchase it from adobe.com or from reputable software retailers like bestbuy, staples.
If the price is out of your range, then you should look into a free alternative such as GIMP (gimp.org) or a lower priced software such as Paint Shop Pro (corel.com) or PhotoImpact (ulead.com)
