The age when young children need to start being covered the same way adults do is a matter of dispute among the Poskim (legal experts). R' Moshe Feinstein, an American posek (expert) of Russian origin, says 7 years old. The Minchas Yitzokh, a Jerusalamite posek of English origin, ruled 3 years old.

In the US and Europe, most follow Moshe Feinstein except for Chasidim and immigrants from The Holyland.

In the Holyland, and among Chasidim worldwide, the Minchas Yitzokh is followed.

The young woman above me was correct about acountability. If the child is not modest after the ages listed above, it is the parents sin until the girl is 12. If after 12, it is her sin.

For singing in front of men, people generally allow it until 12. I think that's mostly because its hard to get them to stop.

For modesty with boys, the ages are the same, but it's a mute point. The clothes meet the rules of modesty almost immediately just because of the nature of the clothes. Keeping a yarmulke on their head is hard, but they genreally will get the hang of it if you discipline and treat them correctly.

I'm not sure what you mean, but I'll do my best to answer.

Jewish children are brought up to be modest. The denomination will decide how modest. For interest, my branch, (Orthodox) believes women should be covered from their knees to their elbows and in skirts, and not slacks, to eliminate the "men shall not wear women's clothes" transgression. So the "age of modesty" starts from birth, clothing wise. But the other "age of modesty" (where you no longer are supposed to 'play with the boys' per se) begins at the bar mitzvah age (13) and the bat mitzvah age (12). It is when a young Jew is bar/bat mitzvah'd that s/he is legally a Jewish mature person and boys and girls should no longer mix according to Jewish law. The women must now pray on the women's side of the mechitza (partition) in synagogue, and other examples.

I think modesty itself is appropriate for any age, no limitations there. However if you mean the age of accountability (in which the person is held accountable for his own deeds), it is typically celebrated with a bar mitzvah or bat mitzvah at the age of 13 if I am not mistaken.
