How do I set boundaries for my stalker?

He is just not getting it. He never answers when I call..Not in the morning, not at noon or 12:15, or at night or 3am. My patience is wearing thin. He missed my beauty pageant and my piano and dance recitals. He is getting so very out of hand. I can't go anywhere without having to notify him. How do I set these boundariea and make him stick to them??
