One in ten bikes at the bike-a-thon is likely to earn at least $30. If there are 78 riders, about how many of them might earn $30?

All 78 might earn $30 could be none. The bell curve peaks at 7.8.
Using a guessed deviation and assuming no tandems 3-13 would account for 90% of outcomes.

In reality cyclists are a pretty generous bunch. If you advertised at the right places there would be a lot more than 78 turn up and you would raise a lot more than $30 each.

1/10=10%
10% of 78 =7.8 since .8 of a person can not exist, people will earn $30
