151 is proof. Divide proof# by 2 to get the alcohol %. 151 is 3/4 alcohol Commonly, if you ask for a 151, you automatically recieve Bacardi. It's because it is very popular and Bacardi has great distributorship.
Bacardi 151 proof rum is rather flammable, and it has a flame arrestor on the top of the bottle, so you know you got good stuff there!
The Bacardi 151 is great stuff, a little hard on the throught though! I found the Goslings (not 151) to have a better flavor, but way more punishment the next day! Cohiba? Haven't found it yet.

Overproof Rum is rum which is much higher than the standard 40% alcohol. Most of these rums bear greater than 75%, in fact, and preparations of 151 to 160 proof occur commonly.

That means that the rum is 151 proof. I believe that the proof is rougly equivalent to twice the percentage of alcohol.
Proof in terms of alcohol is explained pretty well here:

151 referrers to its alcoholic proof, or content. Half of the proof = alcoholic % 151/2 = 75.5% alcohol. Normal liquor is 80 proof or 40%. 151 is more powerful.
