First off, don't hit him or blow in his nose...this will make him afraid of you or make him sick. Forcing him to the ground could make him defensive toward you, or he could take it as playing, which is defeating the purpose.
He seems like he is trying to play with you, just like you said. Puppys play with their mouth, as we do with our hands. When he nips you, make a loud, high pitched "OUCH", and he should let go immediately. This is similar to the sound a puppy makes when playing to let the other know he is getting too rough. Another idea is to dip your fingers in Listerine (the yellow kind, not mint) before he does it. After a couple tastes of that, he shouldn't bite at you anymore. Get him plenty of chew toys, like Kongs or sterilized beef bones to chew, and when you take your hand away give him that instead. Also, never play with his face with your fingers. It is too hard for a puppy to distinguish playing from petting.
Good luck!

I don't mean to sound sarcastic when I say this but animals do not understand the human language. If you say "Kill Me" in the same tone as "Good Boy" he will associate that as praise. What a dog understands is submission and dominance. He is YOUR leader or pack leader right now. You have to make yourself the pack leader. Physical contact works best. You don't have to hurt your dog, just a quick slap on his side or back section. Accompany that with a forceful grunt or if you choose use a word, just say it forcefully. Saying NO is good when a dog understands NO means stop. The next time you and your dog are playing and he begins to bite, force him to the ground and make him show his belly. This is a submissive move for a dog. It may takes several times since he has already established himself as the dominate one but keep at it. Eventually he will understand. A dog is much happier when he doesn't have the stress of being the pack leader. AND the firm slaps on the side or back section will only be perceived by him as he must render his dominance. He will not take it as a beating. You must establish yourself as the dominate one or his behavior will get worse and worse.

Try the Dog Whisperer approach. Pretend your hand is a mother dog's mouth with the fingers being the teeth and when he bites forcefully but nott too hard jab your fingers into the side of his neck. This is what a mother would do to correct her pup. It's also important to establish that you are the dominant pack leader. All dogs, regardless of their breed, naturally live in packs where heiarchy is established through dominance. The puppy will know his place in the pack and you will have him under control and you both will be happier for it.

If telling him no and spraying with a water bottle don't work, you might want to put Bitter Apple on your hand when you play. Our dog trainer recommended this method and said the puppy would stop biting after a few tries (assuming he doesn't like the taste).

I would say your puppy is not ready for "play" till puppy gets old enough to have more manners and know what is right and wrong. Training classes will be a very big help to you since your puppy is going to grow to be a big sized dog and you will want good control over him/her. You won't want her/him to have the control over you. I would not "play" with puppy with my hands. I would maybe roll a ball for puppy or just pet it.
I am sure others would know a bit more than me but that is my take on it.

Because he is still a puppy, you have to TRAIN him. he won't change overnight... babies don't learn to walk overnight.

My suggestion is (and this worked my jack russell) is to continuously push him off and say NO in a STERN voice... do NOT yell at him, because he will get defensive and he will just learn to be afraid of your voice.
Repetition is the trick, but it will at least take a few weeks.

Another thing you should do while training him not to do this, is training him to sit by giving him treats or food after he does the task. The best way to train a dog to sit is to Push on his behind forcing it to the floor while saying "sit" in a stern yet not yelling voice.

You say that you've tried telling him "no". If he doesn't absolutely KNOW that you want him to stop, he's not going to stop. Reprimand him every time he does it. Smack him gently on the nose as a punishment, but make it hard enough so that he knows you're serious. Don't let him become the boss of you.

You get a squirt bottle and spray him each time he does it. Say firmly and lowly, NO! Bad Dog!

It feels wrong, and i hated it, but it really works and my dog is so much better! He HARDLY EVER bites!!!

If this doesn't work, see a doggy school close to you. They will teach you and him, about two times a week!!

Try disciplining the puppy. You also need teething toys. That is why it is biting anything at all.
