He's right: having a gf changes everything, just as a girl having a bf changes everything.

He sounds like a good guy if he refuses to make plans to go out with you while he has a girlfriend (b/c he'd probably do the same for you if you were going out with him). I think you should give it some time, but try to move on a little, and flirt with other people. Give it a month or so. If he really likes you he'll come around. If he doesn't, then it's time to move on for good.

Ask him why he wont ask you out. So it might change things, so what? What's wrong with change? Ask him if he's straight. Also how much he likes you. Also tell him that, "a girl whose a friend, is a girl friend.".
