Biome is a region characterized by climate, vegetation and soil and since you can have mountains that are in cold regions and hot regions, no, mountain is not a biome. Even within a mountain, one side could be wet and one side could be dry, so you'll have different biomes witin one mountain!

A mountain can be a tropical rainforest biome, tundra biome, temperate deciduous forest biome, temerate rain forest biome, etc etc etc.
