I'm making a dutch apple pie I don't have any flour but I have pancake mix for the topping

Pancake mix should work FOR THE TOPPING. Bottom pie crust should be made of pastry flour, cake flour is second choice, all-purpose flour in a pinch. Don't use self-rising (has leavening) or bread flour (too much gluten).

You can cheat and put your sliced apples in a greased casserole dish, cover with a crumb-type topping and not worry about the bottom crust.

pancake mix has baking soda in it so it will 'puff' when baked. other than that it will probably work. It won't have the same crisp texture you may want. cornstarch is not a good subst. for flour.
