Yes, if administered properely, it can. I have an acne treatment that has won me the best answer better then thirty times. Often, the person who voted it the best answer was amazed at how well it worked, even those who had severe cases of acne. I'll copy and paste it below.
Use a hot compress on it (a washcloth, sponge, or anything that will allow you to apply moist heat to the area), and then use cool water to close the pores. Do the process over and over again, about five or six times. Use soap to wash the area, rinse it with warm water, blot off the excess water with a clean towel, and then treat it with an alcohol soaked cotton ball. It should be gone within five to six hours.

Funny you should ask this question -- I used rubbing alcohol on a pimple this morning. I doubt there's any scientific evidence to prove this (and dermatologists would hate me for giving this advice), but I believe rubbing alcohol does aid in the elimination of pimples. I only use the solution after the whitehead has been popped. I put a bit of rubbing alcohol on a Q-tip and dab it on the spot. If the rubbing alcohol comes in contact with the skin around the pimple, I will start to peel from the over-drying effect. I wouldn't suggest doing this more than once -- that's usually all it takes to disinfect the area and heal the blemish. I also recommend Neosporin to fight the bacteria after the pimple has been popped.

Hi,
I am a dermatologist by profession and within a careeer of 10 years I have seen lots of acne problems. According to me Red and white pimples are the worst and painful. Acneprone skin is very sensitive, even if you touch it once the redness will increase with itching. According to me there is no magical way to heal your pimples over night as this is the puffed part of your skin due to the bacteria.
In simple words try to improve your diet and have lots of water that helps in healingg process. Un-necessary oily food should be avoided to get a healthy spotless skin.

NATURAL ACNE PROTOCOL
1/ Never, ever touch your face.
2/ Use 3 facecloths to wash your face, one to soap on, one to soap off with very hot water, one to rinse off with ice cold water, in that order, once a day.
3/ If you are under 18 take 5,000 IU of vitamin A once a day with a full meal
4/ If you are over 18 take 5,000 IU of vitamin A twice a day with a full meal.
Do not get pregnant while taking vitamin A. Do not take any more, like Accutane, it will stop you growing.
5/ Never, ever. pick, squeeze or pop your spot. Read number 1 again.

Alcohol is a quick fix, but not permanent. Alcohol is good for cleaning clogged pores, which is how a pimple develops, but it is quite harsh to the skin (when used daily), because it dries the skin out. If you properly cleanse and moisturize your face daily, you should see less pimples... except around the time of your menstrual cycle. (I use to use alcohol before I knew how to properly clean my face.) Good luck!

I have used Lava soap that helps and rubbing alcohol dries your skin. Pro Active works,it really does. My brother uses it.

Using products meant for the treatment of acne work better. Look at some of them at the drugstore. The two main ingredients are benzoyl peroxide and salicylic acid. Both ingredients are good to get rid or control them.
