How does one get on a parole board?

Is it by appointment? What education is required?

Here in Hawaii you are appointed, prior experience is needed in this field to even be considered for the board.

They are usually appointed by the Governor of the state

where I come from they are political appointees appointed by the Governor

It's political, you get on by sucking up to the right people.
