because the government or certain parts of the government are behind most of the majour shipments of drugs in this country , for years many MI6 , MI5 and CIA have come out and informed of this as they take part in the drug deals or employ other people give them honarary titles of a MI6 agent in which they have to take an oath under the oficial secrets act .

In many cases when been caught the public have been informed on scarce ocasions that these were ex agents or whatever story they want to make up.

Its called problem reaction ,solution in many cases this system has been used from false flag operations to just blatant propaganda in the papers ,heres an example a month there was a terrorist's face splashed all over the papers he was given life for thought crimes the guy plotted to dirty bomb new york and london ,yet he had no funding no way of getting these materials to create such bomb's anyway theres the seed ,the next day the head of MI5 is on the front page of the paper saying theres 30 cells in the country and they are all armed with dirty bombs???? , theres the "Problem" then you get the "Reaction" of the population ohhhh **** . the next day in the paper tony blair informing of laws he wants to pass one being detaining a terrorist suspect for 90 days no solicitor no charge (they can make people disapear) this is there solution , what happens when you or i speak out towards the government and they decide we are terrorists ????? he has already been refused passing this law before .

Another one 9/11 "problem" then you know the "reaction" and quite rightly so , and then you get the "solution's" , go to war with IRAQ and afghanistan ?? then mass terrorist bills acts and laws that take the rights from the people , mass big bother , police state and on and on .

very vast subject heres who how and why :http://video.google.co.uk/videoplay?docid=786048453686176230&q=terrorstorm

You are not wrong in relation to the proportion of dealers selling to pay for their habits to the big dealers is a poor conviction rate.

The big dealers are not stupid people. They allow the runners to take the risk while they take the profit. If you are lucky enough to speak to a dealer about their trade openly then you'll find they believe themselves to be the creme de la creme of crime. In many ways thay see themselves as being business people who provide a good/service to a market that is aleady there or ready to be exploited.

However, the big dealers have generally worked their way up through the ranks of druggie to dealer. They mostly don't take the "bad" stuff, maybe coke. Bad stuff is their definition. They have got to where they are through what ever means and are the minority within the drugs trade.

There are 100 users, 10 base line dealers then 2 major dealers then one supplier. The supplier is incredibly careful, the major dealers are very careful, thebase line a bit careful and the users don't care. who is going to get caught? That is why there may be on average 10 user/dealers to 1 dealer that gets convicted.

Simple mathematics, there are a lot less big dealers than the street dealers. However if a big dealer is removed they can knock out 10 to 20 street dealers.

Police can only act on info they have. They work within the law and have ones that are so strict and precise that if you are not law inforcement you'd not believe.

The simple answer is no. Law Enforcement Against Prohibition (LEAP) makes it very clear that until the profit motive is removed via legalization nothing will change. Police corruption is at an all time high because of our drug laws. Whether it's realized or not the cops work for the dealers whether they are on the take or not. When one dealer anonymously turns in another and that dealer gains new territory as a result, who benefits? Definitely not the community or society at large.

There are many obstacles to legalization. The greatest may be the fact that many people in very high places make a great deal of money from illegal drugs. Untold billions are laundered through the stock market every year.

This is a vicious, insane cycle that can only be ended by legalization. If you ask a street dealer if they want to see drugs legalized, the answer will be an emphatic NO. When drug dealers and policymakers have the same position on our drug laws, something is obviously very wrong.

It's the everyday user that leads to the arrest of the dealers. They are often told that If they can supply information leading to the arrest of their supplier that their charges will be reduced. When a dealer takes the hit he often gives up his supplier and so it goes till you get the bigger guys. Sometimes cases on the bigger suppliers lead to arrest of cartel operators. Cases against the big big guys can take years however eventually they will all pay the price. So, to answer your question, Yes . Government agencies, State and local agencies are all making progress. Sometimes it isn't as fast and easy as it might seem but it is being accomplished.

I think the problem of stopping a drug selling is there are so many factors that effect selling that even a plan that thereoretically effective may not show much improvement statistically. Saying a program works but at the sametime a new process has made heroin cost less. The program may work but the less cost for heroion (a factor) may result in statistics showing drug use is increasing.

I believe, and this is just speculation, that most cops know whom is on drugs and whom isnt and where the big fish are.During the late eighties I used to by hashish and on the packages it used to say thatnk you for supporting the afghan rebels(this was how the CIA funded the black ops there during the soviet occupation) I believe some of the dealers are bad guys and some are in high places in the Govt.for revenue purposes(untraceable amounts of cash)Before I left L.A.I was into meth,I fell for this girls hardluck story and it started the worst days of my life,I met the big boys,so to speak, and I believe i was being set up as a patsy since the big runner had got busted and i believe they were looking for fall guys,i believe this because i ruined there plans and went sober and through rehab on my own accord, throwing a monkey wrench into it,but the last day i was there the police had approached me but couldnt find anything, and they tried to coherse me into telling them where i was moving to(ps i found out later that the girl, though a heavy user was on the police payroll)

I don't think the government will ever be able to make significant progress against the drug trade. Not just that but any progress will be countered by the ridiculous amounts of money spent on the different law enforcement departments.

Drug use is a personal choice and as long as the individual making the choice is the only one directly affected then the government should have no say in the use of drugs. If you don't want to use drugs then don't do it, if you don't want your kids doing drugs then educate them.

No but they seem to make a lot of arrests regarding hashish and weed, i think they go for the softer option maybe they should spend more of their time and resources on arresting hard drug users and sellers.

They need to hire private assassins to just go in and whipe all these low lifes off the map, that includes the crooked cops who support the trade of drugs and stolen goods.
