If the swelling is on the underside of the tail, probably the anal glands are plugged. If the swelling is on the top side, probably allergies. Is it also sore, red, and generally nasty looking? The anal glands can plug up, and can abscess. The vet will give you an antibiotic, apply cool compresses to the area, keep the dog from licking that area, or scooting. It is distressful for the dog and he/she may be a little aggressive because of the pain, so be careful if you are trying to get the dog to quit licking and such.

Check for a bug bite or other type of injury but a trip to the vet is your safest bet.
Once after my 3 year old daughter saw me clip the hair around our dogs hind end. She got the idea to try herself and actually clipped our poor KiKi's tail. I discovered our dog a few days later not feeling well and a swollen painfull tail. Took her to the vet and found her injury and figured out what must have happened.

It may be broken and will take 6-8 weeks to heal on it's own. A vet can give you an anti inflammatory medication for the pain but can't cast a tail.

Sometimes you can get this appearance if the dog is "scooting" alot (rubbing his bum on the floor) . This can occur because of anal glands being plugged(the vets can easily "unplug"), being itchy (fleas cause itchiness at the bases of tail). Other things can include an abcess. A vet can help you determine what is what. I rec taking her to the vet , esp if its an abcess... it can get alot worse real fast

Cut it ...hehe
Kidding...

May be he is wagging it against a wall. Dogs with rope tails.....are common to get this .........

Do you chain him? Not adviceble..
If inevitable......see that he is far from the walls near by.
Good luck.
