it is considered to be unfair. if you look around the web, there are people who have not have a best answer while hundreds of others have like thousands of best answers. i don't think it is a fair place to give money to. otherwise, there might be some cheating going around here that's why there're many people got so many best answers.
so my answer is no. web is not a safe place to give money to people

You'd probably get a lot more better answers for your questions. As it is now, about half are good answers and the other half are jokes and stupid answers.
