Ha!! I've heard this one before! Purely genious! Magnificent question!
We had a substitute teacher ask us this and everyone was trying to add up all those diferent numbers and things and I was just reading and reading the question over and over again. Something felt wrong. I didn't figure it out, but then I usually work problems bakcwards so I started with 1 while mostly everyone would've started with 16...
I was thinking that 1 was the shortest right? And 16 the tallest! So therefore the answer is 0.
No one can shaked hands with anyone because then someone would be taller than the other.
