See a dermatologist thats what i did. They look at your skintype and things like if your zits/acne are genetic. They look at the source of your problem and conditions and find out whatll work best for you. Trust me! ;)

A lot of people say proactiv didn't work for them, but then they always say something that shows they used it wrong... If it worked, all you have to do is use a good moisturizer after. I use Aveeno face moisturizer with feverfew in it. It's pricey but my first bottle lasted for a year. You can get it for about 14 bucks, it's a little bottle but you don't need to use much when moisturizing your face. The feverfew is very calming and eliminates redness. It also has SPF 15, AND it is not greasy at all whatsoever, if makes your face feel so soft. I've been on proactiv for about 3 years now and always used moisturizer after. The Aveeno has worked best for me. I always put a little more on the regions that dry out the most, like between my eyebrows. Even in the winter I've been dryness free since using this.

Seeing a dermatologist is your best bet, because they can determine the root of the problem and prescribe proper medication.

I personally use Proactiv, and I haven't had any trouble with it drying out my skin. If it is your only option, use a moisturizer or a sunscreen after putting on all three levels (as the instructions suggest). Proactiv also makes a moisturizer and sunscreen of their own that is oil-free.
