There are a number of websites online that allow people to browse through various tattoo designs for free, such as http://www.tattoofinder.com. If you find one or more designs you want, you can purchase them. The benefit to this is that you get full size artwork and stencils (or line drawings) the tattooist needs to do the tattoo. You can also of course do a regular search on the internet for tattoo designs (such as dragons in your case), but you don't get the stencils the tattooist needs. The tattooist can draw up stencils on his own, but this takes time and therefore can delay you getting the tattoo done. And since tattooists charge for their time, having the stencils already can in some cases reduce the cost of getting the tattoo done.

There are a number of different "styles" of dragon tattoos (mythological, Eurpean, Asian, etc.) so you will want to of course decide on which style you want. Where you want it on your body may also be a determination on your design. If you want the design to cover your whole back for example, you can get just about anything you want. If you want the tattoo on a part of your body with less skin area, say an upper arm, this will limit your choices as you can only put so much detail into a given area on skin. Tattooists can modify the amount of detail in the design and thus the tattoo, but size (and design detail) is an important consideration as you look for your tattoo design.

The primary thing is to find good reference (and stencils if possible) for the tattoo artist, regardless of whether you go with a design you find as is, or if you have the design customized by a tattoo artist.

Good answers so far for sites that deal with tats, but you can always just put "dragon pictures" in the search engine of your choice, and go from their. You could even check out sites like deviantart.com, and if you find an artist you like, you can commission them to make a dragon the way you want it.

Tattoofinder.com is a good sight. They have thousands of tattoos. Only thing that sucks is you have to pay for the print though.
