you will never see it written like that. It needs a question tag to be complete : "Elle est pas belle, la vie?". We say that when we are relaxed, just happy to live. It's not a question asking for an answer, it's just an expression.
Just imagine a french guy, with some friends, drinking wine outside with a sunny weather. He will just look up and say to his friends "Elle est pas belle, la vie?". They will just agree silently, smiling.
PS : funny to see all these so called 'fluent' people wrong. :)

You could say "La vie est belle, nest-ce pas" meaning, "Life's beautiful, isn't it?"

it practically means the same as 'La vie n'est pas belle' (life is not beautiful, more precisely as CURIOUS has written) but 1) it is colloquial: 'pas' instead of the longer 'n'est pas' and 2) it is emotionally coloured, more expressive, by means of inversion: 'la vie' in the end repeated and it's pronoun substitute 'elle' ('she' as 'la vie' is feminine) at the beginning.
It's much similar to things like 'Moi, je ne sais pas' (or, more colloquial, 'moi, je sais pas'), [moi=me, je=I) which means 'I don't know', but you stress that this means only you, basically what you express is 'Personally, I don't know'.
