While this is true, and I am an atheist, the countries with the lowest reported crime rates are apparently Muslim.
However, they also have extremely rigid laws, and many crimes go unreported. I'm not certain whether the reported rates reflect reality.

I don't think you will find that it is Christianity that is increasing the crime rate but the countries themselves are socially different.
Western culture, where the major religion is Christian, compared to Muslim for example, has a more liberal society. Other countries like China or North Korea probably don't tolerate crime as easily as western society. Look what happened to the crime rate in the former Soviet Union after its collapse.

To my knowledge, nothing in the Bible supports drug abuse, murder, rape, or theft. The Bible explicitly forbids the latter three, and drug abuse hurts the body and can be akin to drunkenness, which the Bible blatantly forbids. (The Bible does NOT forbid any use of alcohol. Jesus drank wine.)
Without reading the article you linked to, I'm supposing that in our world today, atheism is linked to communism, and Christianity, unfortunately, is linked to capitalism. Communism may be doing a better job of taking care of its poor than capitalism is, and for that Christianity should hang its head in shame. In a society where the poor are left to scrounge for scraps, there will be more theft for sure, and more proclivity toward drug and alcohol abuse and murder. (I don't see how poverty on its own would lead to more rape, unless that poor women have fewer means of protecting themselves than rich women.)
But to answer the letter of your question, the Bible supports our obedience to secular and governmental powers, except in one case: where the law violates God's law. For example, when the early Christians were forbidden by law to preach about Jesus, they did so anyway. Peter said, "We must obey God rather than man." There is also room to protest unjust laws (as MLK and the civil rights activists did). When Haman influenced Xerxes to pass a law allowing the Jews' extermination, Mordecai pleaded with his cousin, Queen Esther, to plead with her husband King Xerxes for his people. Esther prevailed, Haman was executed, the law was superceded, and the Jews were saved.
In modern times, many Christians secretly defied the Nazi laws by hiding Jews and sneaking them out of their Nazi-ruled countries.

Christianity promotes none of the above. In fact the Bible says to 'render unto Caesar that which is Caesar's' and to obey and respect the leaders of the land, not to mention the 10 commandments.

Man is trying to be good and it gets worst. Christianity is not about been good. Anybody can be good even a nonbelievers. Christianity is about loving the other person when is not exactly as you want. Love beyond the cross, that is of a Christian, and there are very few, and I mean very few.
