If you broke a law than turn yourself in. If you hurt someone than make ammends. Otherwise just try not to do it again and donate to a charity if it makes you feel better.

He has to ask for forgiveness from God and the person offended, and he must turn away from committing that offense again.
If there are damages form the offense, a tribunal should determine the amount of the damages.

If you're Christian, I John 1:9 says that we need to confess our sin, implying that it's to God we make that confession. If you also want top confess to a human ear, that's fine, too. "Confess" as it's used here simply means agreeing with God that our sin IS sin. You'll never shock God, don't worry about that. He will forgive all Christians their sin because He said He would and God always keeps all of His promises. Fun, hm? (He'll forgive anyone who becomes Christian, too, but apart from Christ there is no forgiveness of sin -- Biblically speaking.)
If you can make restitution, please do so. Your forgiveness is not contingent on that, but God does expect it of you. Remember when Jesus forgave Zacchaues? He told him to go make restitution. That wasn't how Zacchaeus GOT his forgiveness, not at all; it was how he demonstrated that he had received it.
If you're not Christian, God has no legal or moral reason to forgive you. Humans may forgive or excuse (we often confuse the two) one another, if they so choose. If they are not Christian they are under no compunction, however, to do so and may choose not to do so.

Ask for forgiveness from whoever you offended. Ask what you can do to make up for it, if it's possible. If it was a sin you need to ask God for forgiveness, because all sin is against God.

By casting one's care upon the LORD Jesus Christ to ask for mercy and repent of one's sins, asking the LORD to forgive one of their sins completely for it is by faith that you are saved through faith and this not of yourselves lest any one should boast. Only forgiveness of sins is attained through faith in Christ - faith that is totally upon him and in nothing else. It is not just a mere ascent to him it is fully resting him as one would rest ones whole being upon and in.
