They don't hurt the bull, they are used to keep the bull going, and get their attention. The flank strap is supposed to keep the bull bucking because, hence the name, is goes around their flank which is a part of their bodies which are ticklish. Some bulls sometimes stop bucking and the spurs can help keep them going.
They are also used for show because the rider recieves style points for how well they rode the bull and the bull also receives points for how well they bucked. When the scores are put together thats the score of the ride which can total up to 100 (50 for the rider and 50 for the bull). so all in all, no spurs don't hurt the bull.

I've seen bulls walk right thru barbed wire fences to get to the object of their desire. A spur is just a minor annoyance and there for show. It's the guy on his back and the strap around the middle that gets 'em hopping. Once the rider is gone, the bull stops bucking.

not really- they just get their attention.
Most times, they don't wear them, they look like they are spurring, because the "better the ride" the higher the score, besides 8 seconds.

no because spures aren't actually sharp they're just used to get an extra grip on the bull.
