well it is called phobia and the best thing is consulting a psychiatrist.
but maybe you need some hints till that time; i am so sure about it.
first of all write down what has happened to your little brother and what you felt at that time. this is very important to have all the detail . do this every day. and try to add more detail about that day and how you feel today.
then WITHOUT touching or getting close to dogs or puppies, just watch some pictures of them, read some articles about those great dogs or about what the owners of dogs tell about them.
then you can get one step closer, go to petshops but dont get so close to them, just watch the stuff over there.
don't forget writting your story and your feelings your imaginations or perceptions.
see, it is ilke a ladder... you are approaching the top, step by step. we are calling this method Desensitiztion.
you may have as much as steps as you want depending on how much time you wish to spent on it.
one more thing: try to improve your self confidence, believe in yourself.

My new g/f has this phobia as well. The ironic thing is that I own 2 very large dogs. There's a therapy called immersion therapy to help people overcome their fears. Fortunately, my dogs have very gentle demeanors. The best one's my Great Dane as she's very docile and just craves love and attention. Start with very young puppies and try to realize that not all dogs are mean. As you interact with more and more puppies and dogs, you'll eventually be able to deal with them.

Go to a petshop and look at the puppies.
Maybe ask to hold a kind, gentle one. You'll realize they're adorable and small steps will help you overcome your phobia.

see a therapist and be treated for specific phobia. It can get better with exposure therapy.
