This gets into a little philosophy, but I think that the idea can be conveyed and learned. I don't think tha 'some folks have and others don't'/
Here's what I've learned. To take a good photo you need to be able to do a couple of technical things and a couple of aesthetic things.
The technical concerns are: being able to judge light and how it will capture in your medium... which means getting to know your camera, taking shots in all kinds of light with different
settings and studying the results. Practicing and studying the results you get.
The aesthetic concerns are: how details can be brought out in a field of other objects. How, for example, do you get one person or a couple of people to stand out in a crowd? How do you draw the viewer's attention to the focal point you are interested in? Part of that, obviously, is knowing how to focus you camera, and part of it is knowing how to frame your shot. But a large part of it is learning how to stay still and keep observing until the right condition or situation arises.
Say you are shooting one person in a crowd: if you catch them at an indistinct moment, they'll be lost. If they are standing in a non dynamic posture, or if their eyes are empty of purpose, they will not convey. You must watch: wait for that person to make themselves distinct, with movement, gesture, eye contact.
There will be a moment. He can shoot shoot shoot and hope one of the shots catches the moment, or you can observe carefully, always ready to shoot.
Like anything else, practice will get you there. The photographers who get good are the ones who always carry a camera with them, and carefully study the pictures they take, even the not so good ones, looking for clues to the mystery of the art.

Open your eyes?... I guess you have to know that there is a world around you that is actually full of beauty. In order to do that though, I think it's important that you be able to experience a lot of awe out of the ordinary everyday things you see. And in experiencing these moments of awe, you will have the chance to capture what seems to be normal in an extraordinary manner... in a manner that you think is special and full of meanings. Many people tend to take these ordinary things for granted especially since these objects, people, scenes, events, etc. are always in front of them. The cool thing about photography is that it allows a person to capture and present these things differently from how most people see them. Shoot with different exposure and move around and experiment with different angles.

Study the works of great photographers and artists as well.
My photography has been influenced by Monet and the boys.
Try to slow down your thought process and look at the world around you in "slow motion" if you will.
Study books about photographic composition.
Take all the classes you can within reason.
Shoot, shoot, shoot and keep shooting with a critical eye toward your own work and your own "view" of the world will begin to emerge.

I have the natural ability to see photographs in my world and capture most of them. I do not see a whole just a bunch of pieces which together make up the whole experience.
I think all photographers are that way... maybe it's tunnel vision.

take a big shoe box to a park and cut one side out and make a penny size whole in the other
look thru it and say click at every thing yu see play soft music like classical and relax
do it your self
learn to observe nature
one hour at noon before lunch
take notes

In order to see, I always go off by myself and set down in the grass, set there with your eyes closed . set there for a good 30 minutes. or you can try hugging a tree. this is an easy way to get to know your surroundings.
