"chupa" means "suck" or to suck on, and "chupa-chupa" means a sucker or lollipop.
In certain neighborhoods "chupa-chupa" is something dirty as in "Hey sailor, want some sucki-sucki? Me love you long time!"

My favorite are these really, delicious goat-milk caramel lollipops named "Chupa-chupa!"; I found them at a discount store (but can't find now).
To Americans goat caramel may sound a bit strange, but they were really tasty. It is kind of like the difference between American Cheese slices and a Feta cheese: not for everyone, but soooo much more flavour and personallity.
Besides, I laughed myself sick giving the lollipops to my friends and telling them that I had given a "chupacabra" (like the monster), literally "goat sucker"!

Lollipop is also "piruleta" in Spain.

in my country we call it a chupa-chups...I found it in the dictionary as "piruli" or "piruleta" but I'm sure if you called it like that no one would know what you're talking about!...I couldn't find "paleta" with that meaning in the Real Academia Dictionary though...http://www.rae.es
