They would need to be tested via a standardised intelligence test; normally given by a psychologist; i.e, the Weschler intelligence test for adults or the test for children. People with normal intelligence score around 100 on this test, people below 70 points are considered below "normal" intelligence. These tests can be culturally biased however in that if you haven't been educated and/or socialised in the west you wouldn't be able to answer many of the questions on it.

Here are some things that could be indicators for mental retardation.
-IQ under 100
-Problems w/ speaking, spelling, and reading (ones that are very noticable)
-Abnormal body structure
-Looks significantly older/younger than they should
-Problems w/ communication
-Throws tantrums
-Acts immature (as in they feel jealous, get angry at random things, cry if they don't get their way, refuse to do things... all of these things should be fairly not understandable.)
-Have problems learning
Note that mental retardation is a lot different from having a mental condition, like ADD, ADHD, depression, or being bi-polar.

Need a working definition of the retardation.
Are they slow to catch on but finally get it?
Do they never get it at all?
Are they reacting unfavorably to the one trying to determine it?
Are they brilliant in some areas and clueless in others?
