IF so do they have drag hunts or actually kill the fox? Is it possible to hunt and NOT be a millionaire? Who is the "Grand Master" of the hunt that Prince Chas hunts with?

Technicaly no its not illega, Destroying the foxs by means of dogs is. Shooting it with a rifle before the dogs get there is not. Drag hunting is now more commonly exercised though foxs are still killed.
Been a Millionaire has nothing to do with hunting, all walks of life hunt. Foxs will always need culling and i dont think huntting as we all know it will be band forever, its all to do with which of our government partys are in power, i belive the tories should they get into power will lift the ban.

Technically its illegal to hunt foxes, however if one appears on a drag hunt its not considered illegal if its "accidentley" killed by the dogs, they made a right mess of the law an far more foxes are being maimed an killed by shotguns now than ever before. You can for instance drive a fox from undergrowth using dogs on to a line of guns.
The numbers of support has doubled in the last two years, trust Britain, ban it an it becomes popular. Tens of thousands of hunt supporters come from minimum wage backgrounds.

Deliberate fox hunting is illegal.

However

If you go out drag hunting, and the animals "ACCIDENTALLY" pick up the scent of a fox, then you have to hunt with them to ensure the fox suffers a minimal amount of suffering if it is caught.

The fox hunting ban was laid down last year, but huntsgroups do and will keep it running, whether or not the law gets involved.

Fox hunting is still legal. Hunting with dogs especially with a pack of hounds is illegal.

it is still legal but there are new rules with regards to actually killing the fox.
I know Prince Charles sometimes rides with the Beaufort hunt based at badminton just down the road from highgrove
the masters of the hunt are the duke of Beaufort and Captain Ian Farquhar. You don't have to be rich to hunt. I personally don't agree with hunting before anyone starts moaning at me http://www.beauforthunt.com/

Hunting a fox, is illegal - But hunt days, where they hunt a fake are still common.

However it still happens a lot, and it can't really be inforced.

well technically its illegal, however it is legal to chase a fox with a dog then shoot the fox b4 the dog gets 2 it .... also theyre not inforcing the legislation really anyway
