This may sound weird, but first...you need to get some of the dry, cracked skin off of the lips....use sugar or salt and rub it on the lips to exfoliate. That will leave a smoother surfact to take the moisture in. Now, steam your face....as warm and moist as you can handle it...place a wet towel or wash cloth on your mouth and let your exfoliated lips drink in the moisture. Now, you have to keep them sealed with a really good lip balm. Ask your local pharmacist for a recommendation. You have to keep that balm on them for at least a week....every time you turn around, put more on. And finally...keep hydrated and out of the cold wind as much as you can. If you are going outside, put balm.

Neosporin. Chapped lips are an injury that need first aid.
Stop using lip balms with petroleum - they don't any good for me once I have chapped lips. They are for preventing chapped lips.
Holding a warm washcloth on your lips before you go to bed will help, but not solve the problem.
Stay away from petroleum. That will keep moisture from getting out of your lips, but also keeps any moisture from getting in to your lips.
Drink more water than usual. Use a petroleum-free lip balm, with SPF to keep lips from drying. Stay away from UV rays.

try some sugar (the coarser, the better) and some lemon juice - mix them to make a pasty like mixture, use an old toothbrush or your fingers to rub it into your lips at night and then when you wash it off, use some vitaman E (you can get the solution from the capsule) and rub it into your lips before you go to bed, repeat until you get a result. Look for a Vitamin E based balm to use during the day... hope it helps!

every nite before u go to bed, put honey on ur lips..
just put it as how u put lip balm - not too much not too little
but still continue using lip balm in the day.. maybe ur lip balm isn't the right one..I used to have chapped lips too.. hope it works!

I think that constantly applying vaseline or Blistex to your lips should help. Keep Blistex in your pocket. It should help.

any kind of oil in your pantry.
if you have some coconut oil that would be the best.
you can even use triple antibiotic or neosporin.
